On Friday, July 17, the University of Fukui held an “Overseas Safety Management Seminar” at the Bunkyo Campus.

The seminar featured a crisis management expert from the Japanese Nationals Safety Support Division of the Consular Affairs Bureau at the Ministry of Foreign Affairs (MOFA). In light of current global instability, the speaker shared strategies to minimize risks while staying abroad. The event was structured in two parts: Part 1 focused on safety management for individual travelers, while Part 2 covered crisis management protocols for sending institutions. The seminar was open to Students and faculty members planning to travel abroad this summer and autumn, as well as members of the “Fukui Alliance”*.

Opening Remarks

• NAGAI Takahiro (Vice President for International Affairs and Global Strategy / Director of the Institute for Global Engagement):
  Emphasized the importance of taking on challenges abroad, highlighting that solid safety measures serve as the foundation for these experiences.
• NOKE Masaki (Professor, School of Global and Community Studies):
  Drawing from his extensive career as a diplomat, Prof. NOKE delivered a message on the value of gaining international experience for both students and faculty, stressing the crucial role of risk management in ensuring personal safety.

Main Lecture

• NISHIGORI Naofumi (Director of the Japanese Nationals Safety Support Division, Consular Affairs Bureau):
  Delivered lectures tailored to individual travelers in Part 1 and sending organizations in Part 2. Part 2, in particular, drew close attention from the audience as Director NISHIGORI shared key principles of internal communication and decision-making during emergencies based on real-world case studies.

Q&A Session

During the Q&A session, students preparing to study abroad in Thailand and New Zealand raised practical questions regarding local safety precautions and how to handle potential emergencies. The University of Fukui remains committed to ensuring the safety of its students, faculty, and staff abroad by leveraging up-to-date insights on the international situation.
